Makes sense honestly — DHL has always been stricter with undervaluation and customs checks, especially for EU countries. Limiting small parcels was probably their way of reducing risk and inspection issues.

Good that they at least suggested alternatives like UPS or Mainland DHL, but yeah, for people shipping lighter packages this was probably pretty annoying at the time
